Citizen's choices in the survey helped to further refine a Vision for the Bear Lake Valley. 

By viewing the baseline and the three draft scenarios based on residents’ preferences. (Each is a plausible snapshots of how the region could grow.) Participants evaluated the strengths and weaknesses of each scenario and answered the survey questions accordingly.
